### ID Card Voucher API

A separate REST API lets merchants, agents, and platforms resell Gambian National ID card payment vouchers. Full documentation at waychit.com/developers/id-card.

**Auth**: `Authorization: Bearer <api_key>`, server side only. All amounts in GMD. The reseller wallet is debited by amount + fee - discount.

**Endpoints**:
- `GET /v1/balance` returns available wallet funds.
- `GET /v1/id-card/services` lists sellable services with amount, fee, serviceCode, and serviceName.
- `POST /v1/id-card/purchases` buys a voucher. Requires serviceId and customer { name, phoneNumber }; optional clientReference and idempotencyKey. Returns 201 with items[].voucher and items[].serialNumber to hand to the customer, and 200 when an idempotencyKey is replayed.
- `GET /v1/id-card/purchases/:id` and `GET /v1/id-card/purchases?clientReference=` retrieve a purchase.

### Government Service API
A separate REST API lets merchants, agents, and platforms pay Gambian government services (GovPay revenue types). Full documentation at waychit.com/developers/government-services. Wallet debit is amount + fee - discount. Fee: D5 up to D1,000, D10 up to D10,000, D15 above.

A Payouts API lets merchants send GMD from their prepaid balance to Wave, Afrimoney, QMoney, Yonna and APS wallets or bank accounts. Full documentation at waychit.com/developers/payouts. The balance is debited amount + fee when the payout is created; failed or reversed payouts are refunded once.
- `GET /v1/government-service/revenue-types` lists revenue types; fixed-price types include amount, fee, discount; amount null means customer-entered.
- `GET /v1/government-service/fee?amount=` returns the fee for a customer-entered amount.
- `POST /v1/government-service/payments` requires revenueType, revenueCode, companyOrPersonName, customer { name, phoneNumber }; amount when the type amount is null; optional clientReference and idempotencyKey. Returns assessmentNo and paymentTaxNumber. Statuses: pending, succeeded, failed, refunded.
- `GET /v1/government-service/payments/:id` and `?clientReference=` retrieve a payment.

**Purchase statuses**: pending (debited, issuance in progress), succeeded (vouchers issued), refunded (issuance failed, wallet credited back).

**Errors**: 401 missing or invalid API key, 400 insufficient balance or invalid service or duplicate clientReference or issuance failed, 404 purchase not found.

Instead of a trip to the bank to pay the fee and a second trip with a paper receipt, users pick the ID service they need (new, renewal, or replacement), pay with Afrimoney, APS, QMoney, Wave, Visa, or Mastercard, and get a digital receipt carrying a payment voucher and serial number to present at the registration office. The user creates a profile, selects a license type, and receives an invoice number with a QR code.
